THE THREE-FIFTHS COMPROMISE as a REFORM

The Three-Fifths Compromise was the result of a political game, in which certain states seized the opportunity to gain more power over the others in the legislative branch. From the Great Compromise's creation, several hours of argument and debate over the issue of representation led to the writing of the clause of the Three-Fifths Compromise, which was a final decision and therefore a reform.
